Moffat Bonuga was born in 1933 in the Reef Islands, and educated at All Hallows' School at Pawa on Ugi (q.v.), and also at King George VI Secondary School (q.v.). He joined the public service in 1953. He was elected as the member for the Eastern Outer Islands in the Governing Council in 1973 and as that area's member in the Legislative Assembly in 1976.
